Boxer Jai Bhagwan has been by Police for allegedly assaulting a woman inspector of the excise and taxation department during the inspection of liquor vend in Laxmi Vihar Colony, Hisar on May 19. The athlete had called up Hisar deputy excise and taxation commissioner (DETC) SS Siwach requesting him to inspect the liquor vend in Laxmi Vihar which was believed to be functioning illegally. As per the reports, The DETC assigned Neelam Sharma to inspect the concerned area. She along with her husband reached the spot at about 9 pm in the morning and Jai Bhagwan was asked to show the necessary documents related to the liquor vend. Jai Bhagwan is currently posted in the Haryana Police as CIA inspector in Fatehabad and also resides in Laxmi Colony. Following the inspection, when Neelam informed that the place has been set up as per the state excise policy and is not illegal, she was allegedly slapped and held captive in her official car for more than one hour. The inspector wrote to the Deputy Commissioner Ashok Kumar Mena about the matter to take respective actions. Ashok Mena took the matter further and informed about the incident to Manisha Chaudhary (Hisar superintendent of police) to take legal actions.  On June, Jai Bhagwan was booked by the Police under Sections 147 (rioting), 149 (unlawful assembling), 353 (assault or criminal force to deter public servant from discharge of his duty), 186 (obstructing public servant in discharge of public functions) and 342 (wrongful confinement) of the Indian Penal Code (IPC). Jai Bhagwan has denied any such allegations and has offered to voluntarily join the investigation. Not only that, the Police has also lodged a case against the inspector on the complaint of Bhagwan's mother Birmati Devi. She accused Neelam Sharma and her husband Narayan Dutt Vats of misbehaving with her. The couple was booked under Sections 166 (public servant disobeying law, with intent to cause injury to any person), 109 (abetment, if the act abetted is committed in consequence, and where no express provision is made for its punishment), 294 (obscene act), 506 (criminal intimidation) and 34 (acts done by several persons in furtherance of common intention) of the IPC.
